ChatGPT Ads Expand to Europe, India and MENA — And the Real Story Is the Ad Stack

OpenAI announced on Sept. 4 that ChatGPT Ads are rolling out to select countries across Europe, India, the Middle East and North Africa. The same update shipped a batch of changes to audience management, conversion measurement, campaign pacing, reporting and campaign creation. There is no flashy new ad format. What OpenAI built instead is the plumbing advertisers need before they treat ChatGPT as a real line item.

Where ChatGPT Ads are available now

The expansion covers selected markets in Europe, India and MENA. OpenAI did not publish a country list. Until now the program has been largely a U.S. test; this is the first time it spans several continents at once. For a read on what early campaigns actually cost and how they were targeted, see How to Run ChatGPT Ads: What Early Campaigns Reveal About CPCs, Targeting, and Measurement.

Custom audiences you can edit instead of rebuild

The most practical change is in audience management:

  • Add, remove or replace audience members without rebuilding the audience from scratch.
  • Mix different identifier types in a single request.
  • Create audiences larger than 5 million members.
  • Fewer restrictions on exclusion audiences, plus more granular audience size estimates.
  • Google Advertising ID (GAID) is now a supported identifier.

For advertisers who refresh CRM lists on a schedule, this removes a lot of manual work.

Measurement: the Pixel and Conversions API accept more data

The Measurement Pixel now supports additional hashed customer information, including phone numbers, names, regions and postal codes. The Conversions API gains additional identifiers and Android GAID. Better matching means more conversions tied back to campaigns, which is the bar OpenAI has to clear if it wants marketers to treat ChatGPT as a performance channel rather than an experimental buy. It also complements the conversion bidding OpenAI added in July, covered in ChatGPT Ads Adds Conversion Bidding, Geo Exclusions and a Bulk API.

Reporting down to the carousel card

Product-feed advertisers can now see how individual products perform inside carousel ads. Ads Manager reports impressions and clicks per carousel card, and product-level fields are available through the Insights API. One caveat OpenAI spelled out: card impressions are separate from billable ad impressions. Do not use card impressions to calculate your CPM.

What comes next: conversion optimization and a natural-language plugin

OpenAI plans a conversion optimization model that accounts for both click-through and view-through conversions. Campaigns on that model will be billed per impression while delivery is optimized toward the advertiser's chosen conversion goal. That is the same automated-optimization direction Google and Meta have taken.

Separately, a ChatGPT Ads Manager plugin lets advertisers create, manage and analyze campaigns from ChatGPT or Codex using natural-language instructions. It can build ads from a website or brief, generate variants, troubleshoot campaigns and recommend changes. Recommended changes require advertiser confirmation before they are applied.

What to do with this

Read the announcement as a green light to test, not as a reason to shift meaningful budget yet. The usual blocker for a new channel is missing measurement and audience tooling, and that gap just closed.

  • If you already advertise in Europe, India or MENA, a small test is now defensible.
  • Set up the Conversions API before you rely on the Pixel. Broader matching data makes your performance read more trustworthy.
  • When the view-through optimization model arrives, billing shifts to impressions. Keep click-based metrics alongside it during the first weeks so you can compare.

Frequently Asked Questions

Which countries can run ChatGPT Ads now?

OpenAI said ChatGPT Ads are rolling out to select countries in Europe, India, the Middle East and North Africa, but did not publish the list. Check the Ads Manager availability page for your market.

What is the difference between card impressions and billable impressions?

Card impressions count how often an individual product card inside a carousel was shown. Billable impressions are what you are charged for at the ad level. OpenAI states the two are separate, so calculate CPM on billable impressions.

Is the conversion optimization model available yet?

No. OpenAI announced it as an upcoming feature. When it launches, campaigns using it will be billed per impression and optimized toward click-through and view-through conversions.

Does the ChatGPT Ads Manager plugin change campaigns on its own?

No. It generates ads, diagnoses issues and recommends changes, but advertisers must confirm recommendations before they take effect.
