YouTube Tests Ask YouTube AI Answers at the Top of Regular Search Results

The simplest way to defend an SEO budget used to be a slide or two showing better rankings and more organic traffic. That story is getting harder to tell. In the first four months of 2026, more than two-thirds of U.S. Google searches ended without a click. According to the Pew Research Center, users clicked a traditional search result on 8% of Google visits when an AI summary appeared, compared with 15% when no summary appeared. When search behavior shifts like that, the assumptions behind an annual budget can collapse before the year ends. That is why the 2027 SEO budget should be built as a portfolio rather than a single channel line.
A significant share of SEO spending should go to maintaining the assets and infrastructure the business already depends on. A mature site has pages, local listings, technical infrastructure and third-party references that generate qualified demand. None of it maintains itself. Search changes and information goes stale.
Think of the maintenance floor as the cost of protecting SEO's existing value. Instead of relying on a forecast, calculate what it actually costs to keep the assets the business relies on in working order. Seen this way, much of what gets labeled AI visibility work is really deferred maintenance; see Most AI Visibility Gains Are Just Technical Debt Repayment.
Everything above the maintenance floor is a wager on future value. Being funded last year does not earn funding this year. Translate each line item into the business problem it solves: technical SEO improves a key customer path, content answers questions before a decision, AI visibility tools tell you whether the company shows up accurately in AI answers.
Growth money should go where there is evidence of a problem or opportunity and a reasonable link to a business outcome. Be clear about what you can prove and what the evidence merely suggests. Qualified leads, revenue and pipeline connect to the business directly. Blue links or mentions in answers to high-value questions, increases in branded search, and AI citations only indicate that search played a part. Google's dedicated Search Console reports for generative AI features make some connections easier to see, but they do not reconstruct every path from discovery to purchase. Perfect attribution remains impossible.
For every meaningful growth expense, ask four questions: what outcome does it support, what evidence shows the opportunity exists, how long does it deserve funding, and what would make you adjust the investment. In 2027 you may need to revisit those questions while the budget is still in effect. For deciding which metrics belong at which level, A 5-Layer Framework for Measuring AI Search Performance is a useful companion.
The commercial value of emerging search behavior changes faster than an annual budget cycle. Adobe reports that AI-referred visitors to U.S. retail sites converted 42% better than non-AI traffic in March 2026. A year earlier, Adobe found AI-referred traffic converted 38% worse. The direction flipped within a year.
Do not wait for search behavior to settle. Budget for the uncertainty. Turn the questions the company genuinely needs answered into experiments: Can improving an existing high-value page increase AI visibility? Are third-party sources shaping how the brand is represented? Does AI-referred traffic convert differently for this company? Each experiment needs a hypothesis, a way to measure it, a deadline and a decision attached to the result. Learning that a shiny new tactic does not deserve more funding is still valuable information. You are paying to learn without wagering the whole budget on today's assumptions.
Avoid budgeting for a single SEO forecast. Build scenarios instead.
Scenario planning gives leadership options before the year begins. A reallocation rule keeps those options open once the budget is approved and the evidence starts to move. Anything above the maintenance floor should carry a condition for continued investment: decide in advance which signals would justify continuing, increasing, reducing or redirecting it.
SEO teams will face uncomfortable questions in 2027. Nobody can see exactly how every search interaction contributes to a sale, and AI search creates opportunities while making familiar measurements less useful. The goal is to show which investments maintain existing value, which have credible growth potential, which unknowns are worth paying to resolve, and which activities no longer deserve funding. The annual SEO budget is becoming less of a promise and more of a working hypothesis: this is what we believe deserves funding now, this is the evidence behind it, and this is what would change our minds. The strongest 2027 budget will be the one designed to adapt when the evidence does.
One practical way to find cheap evidence for the growth bucket is already sitting in your paid search account. SEO and PPC Are Sitting on Each Other's Best Data — Three Habits That Close the Gap explains how to read it.
The cost of keeping the SEO assets the business already depends on in working order: pages that generate qualified demand, local listings, technical infrastructure and third-party references. Calculate it as actual upkeep cost, not a forecast.
Growth money goes where there is evidence of a problem or opportunity and a reasonable link to a business outcome. Experimentation money buys answers to questions where evidence does not exist yet, with a hypothesis, measurement, deadline and decision attached to each test.
Adobe found AI-referred visitors to U.S. retail sites converted 42% better than non-AI traffic in March 2026, after finding they converted 38% worse a year earlier. Because the direction flipped, it is something each company should test for itself.
Defensive funds only the maintenance floor. Expected adds the growth opportunities with the strongest evidence. Expansion shows where additional money would go if new search behavior or successful experiments justify it.
